Who we are

Employers Association for Private Employment Agencies of Nigeria (EAPEAN) formerly known as Human Capital Providers Association of Nigeria (HuCaPAN) is the umbrella organization of licenced Private Employment Agencies (PEAs) also known as recruiters in Nigeria. It was midwife by the Nigeria Employers’ Consultative Association (NECA) and the Federal Ministry of Labour and Employment, with international guidelines from the International Labour Organisation (ILO) in 2007 and registered under the Company and Allied Matters Act 1990 in 2010. It was formally registered under the Trade Unions (Amendment) Act 2005 in 2023.

EAPEAN provides platform for Private Employment Agencies to interact with the regulatory body (government), labour communities and other relevant institutions within and outside Nigeria to develop and promote International Labour Organisation (ILO) standards and ethical practices in the recruitment, deployment and Management of Outsourced Personnel in Nigeria. It partners international organizations such as the ILO, and IOM to standardize the PEA industry and ensure ethical and best practices. EAPEAN is a highly respected employers association and professional body.

Aims and Objectives

  1. To organize an Association of Employers who are engaged in providing Human Capital for other Organizations and Industries in Nigeria.
  2. To ensure the mutual support and cooperation of employers in matters concerning conditions of Employment, Wages/Salaries, Welfare, and other issues pertaining to Outsourced Personnel and their Employers.
  3. To determine by negotiation between the Association and their Employees or their Representatives on matters covered in 4(b) (i) above.
  4. To secure the equitable observance of the agreement so reached by negotiation.
  5. To encourage the growth of good Employee Relations and Industrial Relations between employers and employees within member companies.
  6. To protect the interest of this Association and its Members.
  7. To assist one another in conducting professional activities where necessary.
  8. To propagate and canvass passage of legislation beneficial to members.
  9. To enhance the ethics and values of the profession.
  10. To sponsor and conduct meetings, seminars, and conferences geared towards enlightening members on the objectives of the Association.
  11. To inform members of legislations, developments, and practices relating to recruitment, deployment, and management of all categories of Outsourced Manpower.

What We Do

The Association carries out the following responsibilities:

  1. To perform functions related to the recruitment, deployment, and management of all categories of Outsourced Manpower.
  2. To liaise with all relevant governmental agencies having oversight functions over labour recruitment and all other related issues.
  3. To liaise with employers, workers’ organizations, and any other organizations or individuals in Nigeria in furtherance of its objectives.
  4. To liaise with international bodies, governmental agencies in furtherance of its objectives.
  5. To act in an advisory capacity to national and international bodies on all matters relating to labour recruitment, and the Association’s objectives.
  6. To perform all such other activities and functions as will further the cause of the Association.
  7. To encourage Companies in the Outsourcing Industry to join the Employers’ Association.

Membership

Requirements

  • Proof of possession of Recruiters License from the Federal Ministry of Labour and Employment.

  • Copy of CAC Certificate of Incorporation

  • Certified True Copy of Memorandum and Articles of Association

  • Certified True Copy of CAC Form C02 and C07

  • Completed EAPEAN Application Form

  • Reference from two (2) EAPEAN financial members

  • Payment of Relevant Fees. (N20,000 Application Fee. N100,000 Annual Subscription)
